Add a Compliance Framework

To add new compliance frameworks to ZeusCloud, you must

• Add a ComplianceFrameworkSpec object. An example for PCI DSS is shown here.
• Update the FrameworkIDToSpec mapping here.
• Update the ComplianceCardList on the frontend here.
